India-Pakistan Nuclear Crises
In India the special weapons agencies conducting research and development on Nuclear weapons sytems are:
1. Bhabha Atomic Research Centre [BARC]
2. Indira Gandhi Centre for Atomic Research
3. Defence Research and Develoment Organisation (DRDO)
4. Defence Research and Development Laboratory (DRDL)
Apart from the above, the 333rd Artillery Group from Army and similar divisions in Airforce and Navy have the required infrastructure and sanctions from the Indian govt. to do so.
Dual-use Export Control Sanctions
On November 19, the Federal Register published a rule that amended the Export Administration Regulations (EAR) to implement the Administration's sanctions on India and Pakistan.
A prohibition is imposed on exports and reexports to certain government, parastatal, and private entities in India and Pakistan determined to be involved in nuclear or missile activities. With respect to subordinates of listed entities in India and Pakistan, only those specifically listed in Supplement No. 4 to part 744, Entity List, are subject to the restrictions and policies set forth in this section. The addition of entities to Supplement No. 4 to part 744, Entity List, does not relieve you of your obligations under General Prohibition 5 in §736.2(b)(5) of the EAR: You may not, without a license, knowingly export or reexport any item subject to the EAR to an end-user or end-use that is prohibited by part 744 of the EAR. You are urged to use the guidance in Supplement No. 3 to part 732 of the EAR, BXA’s ‘Know Your Customer’ Guidance and Red Flags when exporting or reexporting to India and Pakistan.

Sanction of another set of F16 fighter aircrafts to Pakistan..
India keeps a close eye on the F16s being delievered to Pakistan soon. The invitation of the US government to co-built these and on further willingness of selling its advanced sibling- the F/A 18 Hornet better known as the F18, is seen as more of a cover-up. Given the fact that the first lot of LCA or the Light Combat Aircraft is to be delievered to the Indian Air Force sometime in 2005 itself. A project which was initiated decades ago and is being produced solely on Indian soil by HAL (Hindustan Aeronautical Ltd.) is a step to give India an edge over the closer millitery regimes. Now US wants to start an arms-possession war within the Asian region so it could further lure more countries (usually its allies) to buy more of its stock. Wonder what Russians must be thinking of offering India!!??
